This included ten years during the 1990s advising the Economics Department of the Russian Academy of Sciences and the Russian Parliament on the importance of tax reform in the transition from a command economy to a more equitable market economy.
He has now turned his attention to the failure of economic analysis and public policies in the market economies.
His publications include The Power in the Land (1983), The Corruption of Economics, co-authored with Prof. Mason Gaffney of the University of California (1994), The Losses of Nations as editor (1998) and a chapter on fiscal policy in a prestigious volume elaborating a model for the Russian economy in the 21st century, commissioned by the Russian Academy of Sciences, (2000).
